II. BodyA. Main point 1 (History of the ranks of CPO and MCPON):1. Enlisted Sailors were categorized as first, second, or third-class petty officers; specific rates were categorized in branches.  2. Initially, First Class Petty Officers were automatically shifted to the rank of Chief Petty Officer; led to Chief Petty Officer establishment in April 1, 1893. 3. Ranks of Senior Chief and Master Chief Petty Officers became official on June 1, 1958 due to an amendment to the Career Compensation Act of 1948.4. Chief Petty Officers are technical experts in their rating, advocate in Navy policies and regulations, preserve good order and discipline throughout the deck plates.5.
